Policy is determined by the Council which meets annually. The work of the Council is conducted through the Administrative and Finance Committee (AFC), the School Examinations Committee (SEC) and its Sub-Committee (SUBSEC).

National Committees – Each Participating Government is required to establish a National Committee for and in its territory to advise the Council on matters connected with examinations conducted by the Council.

Final Awards Committee (FAC) – Appointed by the Council for the purpose of determining the award of grades and, approving the issue of certificates, diplomas and associate degrees by the Council in accordance with the criteria established.
